Rwanda operates a flexible visa policy with visa-free entry for many nationalities, visa on arrival options, and an efficient e-Visa system. All African Union member states enjoy visa-free access, and citizens of most other countries can obtain authorization easily.
Citizens of these countries can enter Rwanda without a visa for tourism or business purposes
Visa-free entry is granted for tourism, business, and family visits. Travelers must still meet standard entry requirements including valid passport, proof of accommodation, and return tickets. East African Community (EAC) citizens from Burundi, Kenya, South Sudan, Tanzania, and Uganda can enter with just a national ID card.

While visa on arrival is available, the e-Visa system is preferred and recommended. Payment can be made by credit card at the port of entry. Processing typically takes 10-15 minutes if all documents are in order.

E-Visa is strongly recommended over visa on arrival. East African Tourist Visa is also available for USD $100, allowing travel to Kenya, Uganda, and Rwanda for 90 days. Required documents include passport bio-data page, passport-size photo, and proof of accommodation.
Special visa category for attendees of conferences, meetings, and events in Rwanda
Requires official invitation letter from event organizers or hosting organization in Rwanda. This category often benefits from expedited processing.

Customs & Duty-Free
Rwanda Customs maintains strict regulations to protect public health, environment, and security. The country is particularly known for its ban on single-use plastic bags. Customs procedures are thorough but efficient, and declaring items when required will facilitate smooth processing.
Prohibited Items

Restricted Items
- Prescription medications - Allowed in reasonable quantities for personal use with valid prescription and original packaging. Larger quantities require import permit.
- Professional camera and video equipment - May require temporary import permit if for commercial use. Tourist photography equipment is generally fine.
- Drones and aerial photography equipment - Require special permit from Rwanda Civil Aviation Authority and Rwanda National Police. Tourist drones are heavily restricted.
- Pets and animals - Require import permit, health certificate, rabies vaccination certificate (at least 30 days old), and microchip. Quarantine may be required.
- Plants and plant products - Require phytosanitary certificate from country of origin
- Radio transmitting equipment - Including satellite phones and certain communication devices, require permits from regulatory authority
- Cultural artifacts and antiques - Export requires special authorization to prevent illegal trade in cultural property
- Precious metals and gemstones - Commercial quantities require declaration and proper documentation
Health Requirements
Rwanda has specific health requirements for entry, primarily focused on preventing the spread of infectious diseases. Health screening may be conducted at ports of entry, and travelers should ensure they meet vaccination requirements before travel.
Required Vaccinations
- Yellow Fever - Required for all travelers aged 1 year and above arriving from countries with risk of yellow fever transmission, or who have transited for more than 12 hours through airports of countries with yellow fever risk. Valid yellow fever certificate must show vaccination was at least 10 days before arrival.
Recommended Vaccinations
- Hepatitis A - Recommended for all travelers due to potential exposure through food or water
- Typhoid - Recommended, especially if visiting rural areas or staying with friends/family
- Hepatitis B - Recommended for travelers who may have contact with blood or bodily fluids
- Rabies - Recommended for travelers with extensive outdoor exposure, working with animals, or limited access to medical care
- Meningitis - Recommended during dry season (June-September) when risk is higher
- Routine vaccinations - Ensure up-to-date with measles, mumps, rubella (MMR), diphtheria, tetanus, pertussis, polio, and influenza
Health Insurance
While not officially mandatory for entry, comprehensive travel health insurance is strongly recommended. Rwanda has good medical facilities in Kigali but medical care can be expensive for foreigners. Insurance should cover medical treatment, emergency evacuation, and repatriation. Some travel insurance policies may be required for certain visa types or activities like gorilla trekking.

Children must have their own passport (family passports are not accepted). If traveling with only one parent or without parents, carry a notarized letter of consent from the non-accompanying parent(s) or legal guardian authorizing the child to travel. This letter should include contact details and copies of the ID/passport of the consenting parent(s). Unaccompanied minors require special arrangements with the airline and immigration authorities. Birth certificates may be requested to prove relationship. Children are subject to the same visa requirements as adults but may be exempt from visa fees depending on age and nationality.
Pets entering Rwanda require an import permit from the Rwanda Agriculture and Animal Resources Development Board (RAB), obtained before travel. Required documents include: valid rabies vaccination certificate (vaccination must be at least 30 days old but not more than 12 months), veterinary health certificate issued within 7 days of travel, microchip identification, and proof of treatment for internal and external parasites. Dogs and cats may be subject to quarantine inspection upon arrival. Certain breeds may be restricted. Contact RAB at least 30 days before travel. Airlines have their own pet travel requirements that must also be met.
Tourist visas can be extended at the Directorate General of Immigration and Emigration offices in Kigali. Applications should be submitted before current visa expires. Extensions are typically granted for 30-60 days at a time, up to a maximum of 90 days total stay. Fee is approximately USD $50 per extension. Required documents include passport, current visa, proof of sufficient funds, proof of accommodation, and letter explaining reason for extension. For stays beyond 90 days, you may need to apply for a different visa category such as business, work, or residence permit. Overstaying your visa results in fines (USD $100 per day) and possible deportation or entry ban.
Business travelers can enter on tourist visa for short business activities (meetings, conferences, negotiations). For extended business activities or employment, a business visa or work permit is required. This requires invitation letter from Rwandan company, proof of business registration, and other supporting documents. Applications processed through the e-Visa portal or at immigration office. Business visas can be issued for 30 days to 1 year depending on need. Employment in Rwanda requires work permit obtained by employer before arrival.
Students enrolled in Rwandan educational institutions require a student visa. This is arranged through the educational institution which applies on the student's behalf. Required documents include acceptance letter, proof of financial support, academic transcripts, and passport copies. Student visas are typically issued for the duration of the academic program. Students must register with immigration within 7 days of arrival and may need to extend visa for each academic year.
Journalists, photographers, and film crews require special accreditation from the Rwanda Media Commission in addition to appropriate visa. This includes submitting detailed information about the purpose of visit, filming locations, and equipment. Professional camera equipment may require temporary import permits. Apply well in advance as processing can take several weeks. Tourist photography for personal use does not require special permits.
Volunteers and NGO workers require appropriate visa depending on duration and nature of work. Short-term volunteers (under 30 days) may enter on tourist visa. Longer assignments require business visa or work permit. Host organization in Rwanda must provide supporting documentation including invitation letter, project details, and proof of registration with Rwanda Governance Board. Some volunteer activities may require additional clearances from relevant ministries.
Passengers transiting through Rwanda without leaving the airport do not require a visa. If you wish to leave the airport during transit, you need a transit visa (valid 72 hours, USD $30) or regular visa depending on length of stay. Transit visas can be obtained on arrival or through e-Visa system. Ensure you have valid visa for your final destination and confirmed onward ticket within transit period.
